Ukrainian SBGS - Mukachevskiy Border Detachment

Nordisk Sikkerhet AS is assisting the State Border Guard Service (SBGS) of Ukraine to provide staff at the Mukachyvskyi border detachment located on the Ukrainian-Hungarian border with the technical means and training for nuclear and radiological materials control. 

While the border detachment already has certain detection equipment in place, more coverage is necessary. The aim of the project is to provide additional RN material detection, protection, decontamination and dosimetry equipment. This will raise the detection and mitigation capability of the SBGS to help prevent and manage the illicit trafficking of nuclear and radiological material through the Ukrainian-Hungarian border.

Project Milestones:

  • 3 September 2014 - Project grant application submitted to Norwegian Radiation Protection Authority (NRPA);

  • 7 July 2015 - Project approved by NRPA;

  • September-December 2015 - SBGS and Nordisk Sikkerhet experts were working with various Norwegian and Ukrainian ministries and organizations to gather the necessary letters and documents for initiation of the SBGS inclusion into the 30 November 2012 bilateral agreement between Norway and Ukraine. 

  • 20 January 2016 ​- diplomatic note was sent from the Ukrainian embassy in Oslo to the Norwegian MFA specifying inclusion of SBGS into the 30 November 2016 bilateral agreement;

  • 15 April 2016 - The Norwegian MFA responded with a diplomatic note confirming the inclusion of SBGS into the 30 November 2016 bilateral agreement;

  • 11 July 2016 – the project is registered at the Ukrainian Ministry of Economic Development and Trade as international technical assistance; 

  • 25 February 2016 - Opening of tender for supply of one mobile automated complex for the detection of radioactive and nuclear materials;

  • 31 March 2016 - Closing of tender for supply of one mobile automated complex for the detection of radioactive and nuclear materials;

  • 14 March 2016 - Opening of tender for supply of twenty-eight (28) RN material hand-held detectors and forty-four (44) personal dosimeters;

  • 27 April 2016 - Closing of tender for supply of twenty-eight (28) RN material hand-held detectors and forty-four (44) personal dosimeters;

  • 16 March 2016 - Opening of tender for supply of supply of one mobile decontamination complex; 

  • 03 May 2016 - Closing of tender for supply of supply of one mobile decontamination complex;

  • 24 May 2016 - Opening of tender for supply of forty-four (44) sets of personal protection equipment (PPE); 

  • 24 June 2016 - Closing of tender for supply of forty-four (44) sets of personal protection equipment (PPE);

  • 07 June 2016 - Opening of tender for supply of five (5) isotope identification devices (gamma spectrometers); 

  • 07 July 2016 - Closing of tender for supply of five (5) isotope identification devices (gamma spectrometers);

  • 31 October and 01 November 2016 – Nordisk Sikkerhet and SBGS conduct acceptance tests 
    44 sets of personal protection equipment (PPE), 44 personal electronic dosimeters; and 5 isotope identification devices (gamma spectrometers);

  • 30 November 2016 - Nordisk Sikkerhet participates in acceptance tests of 28 gamma/neutron search-alarm detectors DKS-02PN "Cadmium";

  • 02 December 2016 - Nordisk Sikkerhet and SBGS participate in acceptance tests of mobile automated complex for detection of radioactive and nuclear materials;

  • 13 December 2016 - Mobile detection complex for the detection of radiological and nuclear materials and 28 gamma/neutron search-alarm detectors delivered to SBGS in Mukachevo;

  • 15 December 2016 - Nordisk Sikkerhet visits Critanini, Italian producer of a wide range of CBRN decontamination systems, and inspects mobile decontamination complex proposed to be supplied to SBGS

  • 06 February 2017 - Nordisk Sikkerhet and its selected supplier delivered decontamination equipment to SBGS

  • 08 February 2017 - Official handover of all project equipment to SBGS in Mukachevo;   

  • 27 March 2017 - Completion of external audit of the project;

  • 27 March 2017 - Final project report sent to NRPA;

  • 22 June 2017 - Final project report approval by NRPA.
