Nordisk Sikkerhet participates at "Valahia-2016" emergency preparedness and response exercise in Romania
Published: 10 October 2016
Nordisk Sikkerhet expert Pavel Tishakov participated at the "Valahia-2016" - a 3-day full-scale emergency preparedness exercise conducted at the Cernavoda Nuclear Power Plant (CNPP) and various locations throughout Romania. The main objective of the exercise was to validate the preparedness of all stakeholders in Romania (the CNPP operator, government and non-government agencies; local and regional authorities) in response to an accident at the CNPP.
The exercise scenario was created taking into the account lessons learned from the March 2011 Fukushima accident. The scenario involved a beyond design basis accident at CNPP caused by an earthquake, aftershocks, and a subsequent failure of various CNPP equipment (power systems, emergency mitigating equipment, etc). The scenario anticipated filtered and unfiltered release of radioactivity into the environment, contamination of personnel, extraction of injured workers, evacuation of residents, etc. The exercise provided Romanian emergency response personnel with an opportunity to train and improve their response methods and coordination during emergency situations.
The exercise was conducted on 3-6 October 2016. A total of ~350 participants took part at exercise representing 12 Romanian organization. Experts from Nordisk Sikkerhet, Norwegian Radiation Protection Authority (NRPA), and International Safety Research (ISR, Canada) also participated at the exercise. Nordisk Sikkerhet, operating as a subcontractor of ISR, assisted with the planning, preparation, and conduct of the exercise.
The “Valahia-2016” exercise is a part of the Regional programme on Regulatory Capacity Building in Nuclear and Radiological Safety and Emergency Preparedness and Response in Romania supported by a grant from the Government of Norway (Norway Grants).
